What is a Lead Certificate and When Do I Need One?

Residential rental properties built before 1978 are required to be registered and then renew​​ed annually with the Maryland Department of the Environment. Residential rental properties built after 1977 and properties that have a passing Lead Free inspection certificate are exempt.


On or after January 1, 2015, all properties built prior to 1978 must have a new lead inspection certificate at each change of occupancy.

Baltimore City Lead Certificate Levels

  • Lead Safe - There is lead paint inside. Done with a dust swab, needs to show under the acceptable levels of lead particles. No interior or exterior chipping paint can be present.
  • Limited Lead Free - There are no signs of lead inside the house. Any lead paint has been removed or properly encapsulated. There is lead present on the exterior of the home. No chipping paint can be present. Every two years an exterior inspection must be completed. This is done with a high powered infrared style reader.
  • Lead Free - There are no signs of lead on the exterior or interior of the home. This home never needs to be inspected again. This is done with a high powered infrared style reader.
